Interest rates are at an all-time low ... officially, that is. For the punter on the High Street in France the best he can hope for is around 4.30% net of insurance. Expect these rates to fall as confidence in the banking system returns. By September we should be seeing rates in the 3 - 3.50% range which will mean financing a second home in France becomes a very interesting option. Meanwhile prices are still falling...
